
Telekom Slovenije, in collaboration with leading communications equipment providers, is currently testing the next generation of emergency calling systems – NG112 and NG eCall.
These solutions mark a major step forward in how emergencies are handled, enabling faster, richer and more reliable communication when it matters most. Built on IP-based connectivity and aligned with ETSI and 3GPP standards, next-generation emergency services ensure significantly faster and more comprehensive data exchange. At the same time, they provide greater reliability across 4G and 5G networks – a critical factor in improving response times and effectiveness in emergencies.
As part of this effort, Telekom Slovenije and the European Telecommunications Standards Institute (ETSI) are hosting two international testing events in Ljubljana. The NG112 Plugtests was held last week from 26 to 29 May and the NG eCall Plugtests is held this week, from 1 to 5 June 2026. The events bring together representatives of communications equipment manufacturers from 16 countries, all working on interoperable solutions to support the roll-out of next-generation emergency communications. As the national operator, Telekom Slovenije plays an active role in modernising emergency services and introducing future-ready communication technologies. In partnership with ETSI, it is also conducting extensive interoperability testing, a key prerequisite for the successful implementation of new standards, and has set up a dedicated test network.
The new emergency communications standards significantly enhance the way critical information is transmitted to emergency response centres. Traditional 112 calls are evolving into fully multimodal communication, combining voice, data and video, while also improving reliability and location accuracy. At the same time, the in-vehicle emergency call system eCall is being upgraded. The NG eCall is based on IMS architecture and transforms the conventional emergency call into a smart, multimedia and location-aware service that ensures reliable routing to the appropriate emergency services. With an advanced set of data shared about incidents, the first responders are able to respond even faster.

Next-generation emergency calling also improves accessibility. In addition to voice, NG112 supports the transmission of data, images and video, both increasing accuracy and shortening response times. It also makes the service more accessible to a wider range of users, including vulnerable groups such as people with hearing or visual impairments. Importantly, no additional applications are required – any device supporting 4G or 5G connectivity is sufficient.
From a technical perspective, the transition represents a shift to a modern IP-based environment that integrates multiple communication channels – voice, real-time text (RTT) and video – while ensuring seamless connectivity between operators, regional emergency response centres and other stakeholders in the civil protection and rescue system. Telekom Slovenije plays a key role by providing advanced 5G infrastructure, including the IMS core network.
NG eCall brings additional important upgrades, with the support for transmission of more detailed data about the accident, the vehicle and surrounding conditions. This provides emergency services with better situational awareness and supports faster, more informed decision-making. The system also makes it possible to re-establish dropped calls and ensures efficient handling through the ESI-net network, which provides call redistribution among regional centres in Slovenia to manage peak loads seamlessly. Designed for 4G and 5G networks, NG eCall supports faster response and is fully aligned with future technological developments. As 2G and 3G technologies are gradually being phased out worldwide, the transition to next-generation solutions is essential to ensure uninterrupted and reliable emergency services.
With the deployment of NG112 and NG eCall, Telekom Slovenije is strengthening the safety of both residents and those visiting Slovenia, while making a significant contribution to the modernisation of emergency communication systems. The company continues its pioneering role, as it was the first operator in Europe to roll out eCall across its entire network in December 2015, and the first in Slovenia to support SMS to 112 as early as 11 February 2012, marking European 112 Day.
